Bill Heath Sports Complex: Intergovernmental Transfer

Welcome! This page provides information about the exciting project to enhance our community recreation space, a valuable 11-acres shared by the City of Sumner and the Sumner-Bonney Lake School District (SBLSD). We're working together to create a modern, accessible, and vibrant recreational area for everyone.

Understanding Our Park:

Currently, the park is divided:

  • Northern Half: Owned and managed by SBLSD, serving Daffodil Valley Elementary.
  • Southern Half: Maintained by the City of Sumner.

Key features of the park include:

  • A grass ball field
  • Skate Park
  • Volleyball Court
  • Basketball court (shared ownership: approximately 5% City, 95% SBLSD
  • Tennis/Pickleball courts (shared ownership: approximately 45% City, 55% SBLSD)
  • A concession stand

The park is primarily used by SBLSD and the Wolfpack Football community.

Addressing Current Challenges:

Our park faces several challenges that impact its usability and longevity:

  • Aging Infrastructure: The grass field and other facilities are showing their age.
  • Shared Amenities Coordination: Managing shared spaces requires careful coordination between the City and SBLSD.
  • Outdated Lighting: The field lighting is nearing the end of its lifespan.
  • Reservation Management: Complexities in managing reservations.
  • Repair Costs: Estimated repair costs for existing structures exceed $183,000, and full replacements could reach over $1,000,000.

The Proposed Solution: A Community-Driven Upgrade:

SBLSD has proposed acquiring the sports complex to implement significant upgrades, transforming it into a premier community amenity. The proposed improvements include:

  • Synthetic Turf Fields: For enhanced playability and durability.
  • Modern Lighting: To improve visibility and extend usage hours.
  • Improved Restrooms and Concession Facilities: For greater convenience.
  • New Toddler Playground: To cater to younger children.
  • Enhanced Tennis/Pickleball Courts: For better playing conditions.

This project aims to be a collaborative effort, with shared funding between the district and the City, ensuring it benefits the entire community.

Project Timeline:

We are committed to transparency and community involvement throughout this process. Here's the proposed timeline:

  • March–April: Negotiation of a purchase agreement.
  • April–May: Public outreach, including open houses and social media engagement.
  • May: Resolution for a public hearing.
  • June: Public hearing.
  • July: Ordinance approval and transfer agreements.
  • August–September: Final transfer of care and control to SBLSD.

Your Input Matters:

We encourage residents to participate in the public outreach phases and provide feedback. Your input is crucial in shaping the future of this park.
