Virtual Open House- Spring 2021

The City of Sumner is working in partnership with the University of Washington-Tacoma (UWT) Urban Design Studio Class to create a Main Street Visioning Plan that identifies a range of enhancements to Main Street, between Traffic Avenue and Wood Avenue, in Downtown Sumner. The project begins in Fall 2020 and will be completed in June 2021.The Visioning Plan will examine enhancements to Main Street in the context of existing projects and developments and the Town Center Plan. It will advance the City&rsquo;s goals for equity, economic development, quality of life in downtown, transportation, and mobility, safety, and infrastructure upgrades.How can Main Street be more walkable and welcoming?How can it adapt better for events and parades?Is the historic character important?How does Heritage Park and the alleys off Main Street relate to the overall design?<hr>These are some of the ideas being discussed and considered by a Main Street Advisory Group and the public.The Main Street Advisory Group is made up of community stakeholders from a variety of backgrounds and interests:<ul><li>Jill Starks, CEO Sumner Main Street Assoc. Main Street Visioning Plan

Improvements will be within existing right-of-way. Funding for this project is being provided by Sound Transit through their ST3 System Access Fund.Project Elements:New Marked Bike Lanes: The improvements will provide a striped bike lane in each direction and reconfigure the roadway to account for the new lanes. The design will incorporate curb extensions (bulb-outs) at intersections as well as curb ramp replacements to meet current ADA standards. A number of storm drains will be replaced to account for changes to the curb and gutter. The design will coordinate proposed improvements with the locations of power poles, protect existing trees where possible, add a significant amount of new street trees (we hope to add around 30 new trees), and coordinate with existing driveways. Reduced Vehicles on Academy Street: The project maintains two-way traffic on Academy Street with a few minor changes to prioritize the street as bicycle-friendly. The project proposes ways to reduce car volume on the streets through the use of two traffic calming curb bulbs strategically placed to discourage thru and cut-thru use of Academy Street. Bicycles will be able to turn onto Academy, but vehicles will not be able to continue westbound on Academy at Wood or eastbound on Academy at Alder. Additionally, existing stop signs will be adjusted to prioritize Academy Street so that bicycles do not need to stop every block. Local users will still be able to access the neighborhood through other side streets and Academy will still be two-way and accessible from side streets. <p style="box-sizing: border-box; margin-bottom: 1em; margin-top: 0px; color: rgb(65, 65, 65); font-family: sans-serif; font-size: 14px; font-style: normal; font-variant-ligatures: normal; font-variant-caps: normal; font-weight: 400; letter-spacing: normal; orphans: 2; text-align: left; text-indent: 0px; text-transform: none; white-space: normal; widows: 2; word-spacing: 0px; -webkit-text-stroke-width: 0px; background-color: rgb(255, 255, 255); text-decoration-thickness: initial; text-decoration-style: initial; text-decoration-color: initial;">Parking Challenges: To make room for the bicycle lanes, on-street parking will be reduced from both sides of Academy Street to one side of Academy Street (net loss of around 50 parking spots). The proposed parking shifts back and forth from the north side to the south side, creating a slight curviness to the roadway. We know it&#39;s difficult to park and commute from Sumner. Sound Transit is still planning to complete their 500-stall parking garage and the project is almost ready to advertise (Project Link: <a href="https://www.soundtransit.org/system-expansion/sumner-station-parking-access-improvements" style="box-sizing: border-box; color: rgb(3, 169, 244); text-decoration: none; background-color: transparent; outline: 0px; cursor: pointer; transition: color 0.3s ease 0s; touch-action: manipulation; user-select: auto;">https://www.soundtransit.org/system-expansion/sumner-station-parking-access-improvements</a>), but the project is now being delayed due to the budget effects of COVID. We hope that Sound Transit will move forward on the garage in the next 6-12 months. However, we fully anticipate this project to be completed before the garage breaks ground.

Academy St. Bike Lanes

The project is currently out to bid, and we plan to start construction this July. The cost estimate for the project is $1.4 to $1.6 million dollars. Funding for the project is provided by Sound Transit and is part of the station access improvement grant. Looking at the legend on the aerial you can see the various types of improvements that will be completed. The orange line is where we will be filling in a sidewalk gap. The green lines represent sidewalks that are broken, cracked, or in disrepair. The black lines represent sidewalks that have trip hazards. The blue circles represent driveway approaches that are either broken up and in disrepair or they do not meet ADA standards. The red ex&rsquo;s represent curb ramps in street intersections that are broken or do not meet current ADA standards. Maple Street &amp; Alder Avenue<img src="https://s3-us-west-1.amazonaws.com/ehq-production-us-california/09669a0d0f77798193777d99af2614a1b5d7ba8d/original/1621291370/a34041f34be97e2285e548252cb44ac5_Maple_Alder_Bulbouts.jpg?1621291370" style="width: 965px;" class="fr-fic fr-dib">One unique intersection that will be reconstructed is the intersection of Maple Street and Alder Avenue. From the sketch shown you can see we will be installing curb bulbs. Curb bulbs improve safety at the crosswalks but shortening the distance a pedestrian has to cross the street. The curb bulbs also help to provide a better visual for drivers to see pedestrians getting ready to cross the street. Rivergrove Area<img src="https://s3-us-west-1.amazonaws.com/ehq-production-us-california/e8251c1e1d3759317a09a45c468b3543c6d7945e/original/1621291571/8130b1343fedea04338372c83739cbd0_Rivergrove_Area.jpg?1621291571" style="width: 991px;" class="fr-fic fr-dib">One area that we will be replacing sidewalks outside of the Sound Transit area is in the Rivergrove Neighborhood at the South end of town. This picture shows a portion of the sidewalk replacement located on 143rd Avenue East.

In 2015, the State of Washington invested $824,000 for Sumner to lead a dialogue group regarding a small stretch of the river.It became a full comprehensive plan of four companion projects for the full stretch of the White through Sumner.DECADES OF CONTROVERSYThe White River&rsquo;s flow sparked a 100-year-old fight that involved two counties, a lawsuit and even dynamite. The river now flows against its natural course through Sumner. At the time, dredging and Mud Mountain Dam offered protection against flooding.Times have changed.LASTING SEDIMENTSediment and debris continue to wash down Mt.
